Preserve the wording
A location qualifier belongs with the sentence it limits. Our focus is the durable citation. Preserve the exact wording, page identity and date so that another reader can reconstruct the question after the original design has changed.
A citation problem
Removing that qualifier can make a local statement read as a worldwide specification. Preserve a descriptive title, full address and access date with the specific assertion. Where the document supplies a different publication date, keep that separately. Formatting makes a citation usable; it does not establish that the destination or every claim has been verified.
Make the record durable
Retain the market and source role in the note. Keep the question, the source reference and the remaining limitation together so that a later reader can reconstruct the reasoning.
